Full-Time Outservice (FTOS) and Other Federal Institution (OFI) Programs 

FTOS programs are civilian training institution programs.

OFI programs are federal program, i.e., USA, USAF, NIH or White House programs.

Personnel are selected to FTOS and OFI programs through the Joint Service Graduate Medical Education selection board (JSGMESB) for goals identified in an annual BUMEDNOTE 1524 released normally in July.

While in FTOS and OFI programs, the trainee is in an active duty status, receives all the same benefits, and has the same requirements as all active duty personnel.

Most personnel selected for FTOS training are assigned to a Navy Operational Support command (NOSC), or a Reserve Officers' Training Corps (ROTC) command.

After selection to FTOS/OFI training, and once the selectee matches with their program, personnel receive Permanent Change of Station (PCS) orders which is arranged by the Navy GME office and PERS.
