The Directorate of Resource Management executes NAMRU-3’s Financial Management programs, controls and monitors personnel authorizations, and travel requirement for all NAMRU3 personnel. We assist the Commander and Executive Officer in the management of financial resources and control of funds. This is accomplished through preparing, executing, reviewing and analyzing resources. The mission of the DRM is to manage the financial resources for NAMRU-3 in accordance with GAAP, FMR and OSD.
Interprets financial management policy, to include directives and procedures, and provides financial guidance.
Certifies fund availability.
Analyzes financial data for trends and makes recommendations.
Performs reviews of unliquidated obligations with program managers, NMRC and Defense Finance Accounting Service (DFAS).
Reviews travel orders for legality of entitlements, certifies funds, and authenticates for the Commander.
Coordinates the Navy Citi-Bank Charge Card Program and monitors for delinquency, abuse, waste and fraud.
Resolves STROMBERG and SLDCADA Time and Attendance System problems and provides related training.
Analyzes and reconciles accounting records, reports and supporting documents; initiates necessary adjustments.
Receives, analyzes, controls and processes all undelivered order and accrual accounting documents.
Performs all Customer Service Representative tasks regarding payroll processing and pay corrections/adjustments in conjunction with Defense Finance Accounting Services.
