Executive Order 13473 dated September 25, 2008, authorizes noncompetitive appointments in the civil service for spouses of certain members of the Armed Forces. The intended effect of this rule is to facilitate the entry of military spouses into the Federal civil service as part of an effort to recruit and retain skilled and experienced members of the Armed Forces and to recognize and honor the service of members injured, disabled, or killed in connection with their service. EMPLOYMENT OUTLOOK: EXTREMELY LIMITED
Hiring procedures on Naval Station Rota, Spain fall under the guidelines of the Status of Forces Agreement (SOFA) between Spain and the United States. A strict adherence is maintained to the ratio of seven Spanish employees for every three U.S. employees. In real terms, this means that jobs are available, but Extremely Limited. The SOFA agreement and Spanish Labor Law makes off-base employment virtually non-existent.
BEFORE ACCEPTING ORDERS TO ROTA:
Navy families who rely on two incomes in CONUS, should anticipate financial changes at Rota. Most of the available jobs are part-time, intermittent, with flexible schedules. Most of the available positions are for clerks, cashiers, food service personnel, sales clerks, and recreational aids. The wages vary, but many are as low as $5.85 an hour. The majority of jobs require that an applicant be command sponsored and a U.S. citizen or a citizen of another country (except Spain) as long as they hold a green card. This means that if a foreign national spouse or family member has a green card granting them permission to work in the United States and has a social security number they can obtain employment through Morale Welfare and Recreation (MWR) and Navy Exchange (NEX). Military spouses are given job preference. A clear understanding of military spouse preference regulations is essential to conducting an effective job search.
