Substance Abuse Rehabilitation Program

The Substance Abuse Rehabilitation Program (SARP) of the Naval Medical Center Portsmouth provides screening, preventive, and Dual Diagnosis rehabilitative services for substance abuse / dependence. We offer IMPACT (level .5), Level 1 treatment, Level 2 Intensive Outpatient, Level 3 Dual Diagnosis Residential treatment, and Continuing Care. All programs meet criteria specified by local agencies such as the Virginia Safety Action Program (VASAP) and local courts.


SARP is tobacco free for all patients. SARP provides nicotine replacement for patients in Level 2 and Level 3.

SARP has a commencement ceremony on Tuesdays at 1045. Families and commands are encouraged to attend, and all service members need to bring their service specific dress uniform appropriate seasonal dress uniform (dress blues/whites). All uniforms require ribbons (not medals).

Every Tuesday night, an educational class is provided from 1830 – 2030 to provide spouses and significant others with support and information about substance use disorders. Four different workshops are offered that cover important aspects of substance use disorders and the recovery process in hope that such knowledge will empower families as they move forward. Our services are available to Tricare eligible beneficiaries (i.e., active duty service members, retirees, and eligible dependents over the age of 18)


Referrals are required through your PCM, Command DAPA or service equivalent.
