PRIVACY PROGRAM MANAGEMENT OFFICE

Provide HIPAA program execution through centralized oversight to assure a
standardized and consistent approach across NMETLC and BSO-18 enterprise
for policy implementation, continuity in program management, maximize
compliance with the Privacy Rule of HIPAA of 1996, Public Law 104-191, and
provide compliance execution of Privacy Act Law of 1974 and its amendments.

Services:
  • Serve as the central coordinator for HIPAA implementation throughout BSO-18 and monitor compliance with the Privacy Act Law of 1974 and its amendments in accordance with DoD and Department of Navy (DoN) privacy regulations. 
  • Maintain the privacy, confidentiality, and security of health information and other personally identifiable information to guarantee compliance with federal and state laws.
  • Develop appropriate organizational initiatives and consults with NMETLC staff Legal Advisor on legal matters related to HIPAA and Privacy Act and provide copies of deficiency reports related to Privacy Act findings.
  • Ensure BSO-18 activities provide a healthcare privacy and security orientation and follow-on training to employees.
  • Maintain coordinated direction over regional Healthcare Privacy and Security Compliance Specialists.

  • Integrate with M-31 IM/IT department on matters related to security of health information and special projects requiring IM/IT technical support per the direction of the Deputy Commander.
  • Coordinate the development, implemetation and monitoring of all privacy and security safeguards, practices, policies and procedures. Ensure significant deficiencies are mitigated and provide Legal and/or IG Staff with appropriate information per findings. 
  • Ensure an available mechanism throughout BSO-18 activities for receiving, documenting, tracking, investigating, and resolving privacy complaints to include assisting these activities resolve their privacy policy and procedural complaints
  • Utilize performance improvement strategies to ensure program compliance monitoring plus standardized implementation, enforcement, and reporting.

 

Privacy Complaints: 
  • Please contact your local Privacy Officer if you have a privacy complaint under HIPAA or the Privacy Act to help expedite a response to your concerns. 
  • If you are unable to resolve your issue using your local Privacy Officer, you may submit your complaint to the appropriate Navy Medicine Region Privacy Office or to the TRICARE Management Activity Privacy Office.
  • All complaints will be investigated in a timely fashion.
