HMC (SW/FMF/AW) Delita Shields

Surface Force Independent Duty Corpsman & Fleet Liaison for the Navy and Marine Corps Public Health Center

PEOPLE

HMC Shields completed a 53 week course of intensive studies to train in advance patient care and medical administrative duties to function independently of a medical officer in various isolated ship and shore activities of the Navy and Marine Corps.

PLATFORMS

HMC Shields is currently assigned as the IDC at Navy and Marine Corps Public Health Center, Population Health Directorate.  She?s the liaison between the fleet on many programs throughout public health.  She has been essential in maintaining efficient communication throughout the fleet with matters pertaining to Surgeon General?s Blue H award, health promotion and wellness, and other pilot programs geared towards implementation and sustainment for healthier lifestyles to both Navy and Marine Corps personnel. 

PERFORMANCE

Additionally, she collects, evaluates and communicates site-specific feedback, lessons learned and best practices to ensure platforms are equipped with the appropriate configurations in uploading essential standalone programs for optimal patient care while deployed.  Her expertise has been valuable with software such as the electronic Physical Health Assessment (ePHA) and Electronic Deployment Health Assessment (EDHA) onboard ships.  This standardization is imperative to maintain and track readiness for applicable information collection in analysis of real-time data on our Navy and Marine Corps personnel readiness. 

POWER

HMC Shields contributes significantly in increasing warfighter deployability through her extensive involvement with all medical readiness tracking systems.  Her operational experience and knowledge has added immensely to our team having the ability to create new ways in which optimal operational and mental health screenings can be applied and data integrity is maintained from entry to output through all platforms. Furthermore, she?s led a new pilot program, Wellness and Readiness (WaR) which is a predictive model to identify Sailors and Marines who would benefit most from health promotion and wellness programming, the WaR program aims to positively impact readiness. This aligns with priorities identified in the U.S. Navy Bureau of Medicine and Surgery?s (BUMED) Future Care Model and supports all elements of BUMED?s Readiness Goal Group, the 21st Century Sailor and Total Force Fitness, and most importantly the Surgeon Generals medical power with increasing survivability through warfighters being medically ready.
