CAPT Paul Allen is a native of Newberg, Oregon. He attended Seattle Pacific University and achieved a Bachelor’s of Science in Nursing in 1994. Upon graduation he worked in an Alzheimer’s unit/step down until receiving his commission in November 1994. In 1995 he began his Naval service as a staff nurse on the internal medicine unit at National Naval Medical Center, Maryland. In 1997 reported to U.S. Naval Hospital, Guam working as a staff nurse on the Multi-Service Ward until transitioning to the Emergency Department in spring of 1998.

In 2000 he moved for the first time to Naval Hospital Camp Pendleton (NHCP), California working as the assistant Division Officer Emergency Department and Division Officer of Emergency Medical Services. During his time at Camp Pendleton, he was selected for Duty Under Instruction.

CAPT Allen graduated in 2005 from the University of Texas, in Houston with a Master’s of Science in Nursing specializing in Emergency/Trauma care as Clinical Nurse Specialist with a post masters certification as an Emergency Nurse Practitioner. His utilization tour was in Naval Hospital Bremerton’s Emergency Department as a Clinical Nurse Specialist, Nurse Practitioner and Division Officer. During this tour, he deployed to Expeditionary Medical Facility Kuwait, as Division Officer of the Emergency Department. In 2008, he rotated to the Emergency Department of U.S. Naval Hospital, Sigonella, as Department Head and Nurse Practitioner. During this tour he deployed as a Trauma Nurse Coordinator to Camp Bastion NATO Role 3, Afghanistan.

In 2012, he transitioned from the Emergency Medicine environment into ambulatory care at Branch Health Clinic, Yuma, Arizona. During his time at Yuma, he served Family Nurse Practitioner, Senior Medical Officer, and Department Head of the Medical Home Port. Next, he was selected to be the first ever Family Nurse Practitioner for the Aegis Ashore Missile Defense System (USAAMDS) at Naval Support Facility (NSF) Deveselu, Romania. He provided medical support during construction, transition, and implementation phases of this new Weapon System, Naval Facility, and Medical Clinic. CAPT Allen returned to Naval Hospital Camp Pendleton in 2016 as the Director of Branch Clinics and as a Family Nurse Practitioner in the 52 Area Branch Health Clinic, supporting the School of Infantry. In September of 2019, he reported to Camp Lemonnier, Djibouti, Africa where he served as the Officer in Charge of the Role II Expeditionary Medical Facility.

CAPT Allen served as the Executive Officer to Navy Medicine Readiness and Training Command Lemoore, California from 2020 to 2022.  He is currently serving as the Commanding Officer for Navy Medicine Training Support Center - the “Quarterdeck of Navy Medicine”, in Fort Sam Houston, Texas.


CAPT Allen holds a Master’s of Science in Nursing and is a Board Certified Family Nurse Practitioner. His personnel awards include the Meritorious Service Medal (2), Joint Commendation Medal (1), Navy and Marine Corps Commendation Medal (5), and the Navy and Marine Corps Achievement Medal (1).​
