Exceptional Family Member Program

 

 

The Exceptional Family Member Program (EFMP) is a mandatory enrollment program for all active duty personnel with family members with special needs.

The goal of EFMP is to assist military families in managing the dual demands of a Navy career and the special needs of a family member.

An exceptional family member includes a family member enrolled in DEERS who possesses a diagnosed physical, intellectual or emotional need that requires specialized medical or educational services.

Enrollment in the EFMP program is designed to assist the sponsor with assignment to a duty station where appropriate services, necessary to support the family member(s), are available.

 
 
 
SERVICES
 
  • We assist the EFMP member by addressing the family’s special needs, which may include any special medical, dental, mental health, developmental or educational requirement, wheelchair accessibility, adaptive equipment or assistive technology devices and services.
  • We assist in obtaining priority housing for those who meet the requirements.
  • We help your family with the application process.
 
 
MISCONCEPTIONS OF EFMP
 
  • Does not limit assignments and career advancement, or preclude family members from accompanying sponsors on overseas tours
  • Sailors enrolled in the EFMP have always received equal consideration for accompanying assignments and for promotions
 
 
UPDATES
 
  • Required to maintain current file, using the same forms each time you update or enroll an additional family member.
  • Required every 3 years or immediately upon a significant change.
 
 
DISENROLLMENTS
 
  • You may disenroll if any of the following occur
  • Special medical or educational services are no longer required for your family member 
  • You divorce and/or no longer have custody of the EFM
  • Your family member is deceased

You must print and bring the ECHO Enrollment Form to your appointment for provider completion.

You must provide a copy of the most recent Individual Education Plan (IEP) for ages 4 to 22 (if the child has one) or the most recent copy of the Individual Family Service Plan (IFSP) for ages birth to 3 (if the child has one).  Please bring a copy of your Echo Enrollment Form for completion if needed.
