The Naval Medical Logistics Command (NMLC) has unlimited authority to award research and development (R&D) contracts and assistance agreements in support of the objectives of The Navy Bureau of Medicine and Surgery (BUMED). The primary research organization of BUMED is the Naval Medical Research Center (NMRC) and its subordinate commands. R&D proposals will be solicited through:
- Request for Proposals (RFPs)
- Broad Agency Announcements (BAAs)
- Program Announcements (PAs)
These opportunities will be announced on the Federal Business Opportunities (FedBizOpps) website, the Grants.gov website, and the Navy Electronic Commerce Online (NECO) website.

Contracts are awarded in accordance with the Federal Acquisition Regulation (FAR), the Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS).
Assistance agreements are awarded in accordance with the Department of Defense Grant and Assistance Regulations (DoDGARs).

Department of the Navy, Human Research Protection Program (DON HRPP)
The mission of DON HRPP is to ensure the provision of ethical treatment of human subjects in DON research by promoting adherence to ethical principles, laws, regulations and policies for the protection of human subjects.
