LCDR
Joseph Fromknecht is a native of Girard, Pennsylvania. He received his Bachelors of Art degree in
Psychology from Lock Haven University of Pennsylvania in May of 2004 and his
Masters in Healthcare Administration from The University of Scranton in May of
2007. While at The University of
Scranton he applied for and was accepted into the Health Services Collegiate
Program in the fall of 2005. LCDR
Fromknecht attended Officer Indoctrination School in January of 2007 with
follow on orders to Naval Medical Center Portsmouth (NMCP).
At NMCP, he was the Division Officer
for the Plans, Operations and Medical Intelligence Division. His primary responsibilities were to ensure
that those who were selected for deployment were administratively and physically
cleared to deploy. LCDR Fromknecht deployed
to Expeditionary Medical Facility, Kuwait in June of 2008 where he served as
the Medical Regulations Officer for all patient evacuations in Kuwait and
Southern Iraq.
LCDR Fromknecht reported to Officer
Training Command Newport in March of 2010 as the Lead Instructor for Officer
Development School (ODS). He
successfully revamped the training program for ODS and was responsible for the
successful transition of each new accession from student to Naval Officer.
In June of 2013 LCDR Fromknecht
reported to U.S. Naval Hospital Guam as the Department Head for Staff Education
and Training. There he worked closely
with the Transition Team to ensure that all training requirements were met
prior to the commands move into the replacement facility. Subsequently he was appointed as the
Department Head for Human Resources for his remaining 2 years.
In July 2016, LCDR Fromknecht
reported to Branch Health Clinic, Naval Station Norfolk to serve as the
Administrative Officer for the largest Branch Health Clinic system and was
responsible for the day-to-day operations of five geographically separate
medical and dental clinics. In August
2017, he deployed to the NATO Role 3 Multinational Medical Unit and served as
the Director for Administration and Operations Officer.
LCDR Fromknecht reported to Navy
Medicine Training Support Center as the Director for Administration in May
2019. He is responsible for all administrative functions for the largest school
house in the U.S. Navy. Additionally, he liaises with his tri-service
counterparts to ensure the successful operations of all entry level and
secondary schools. Furthermore, he worked hand-in-hand with joint base
leadership and his command to ensure that all policies and regulations were
adhered to during the COVID-19 pandemic keeping both the staff and students
safe.
His
military decorations include the Navy Commendation Medal (6 awards), Navy
Achievement Medal (2 awards), Afghanistan Campaign Medal, Global War on
Terrorism Service and Expeditionary Medals, and the National Defense Medal.
