The Secretary of the Navy has designated the Navy's Surgeon General as the single point of accountability directly responsible for the protection of human subjects in all Department of the Navy-conducted or -supported research involving human subjects and as the sole authority for managing the Department of the Navy (DON) Human Research Protection Program (HRPP). The DON HRPP is responsible for ensuring human subjects research conducted or supported by DON complies with Federal regulations, Department of Defense (DoD) instructions and Navy instructions. This includes all research involving human subjects conducted by DON laboratories, public health centers, systems and training commands, operational forces, and non-DoD institutions performing DON-supported human subjects research. 
 
DON HRPP Mission and Vision

DON HRPP's mission is to ensure the ethical treatment of human subjects in DON-conducted or -supported research by promoting adherence to the ethical principles, laws, regulations and policies that protect human subjects.  DON HRPP’s vision is to preserve the rights and welfare of human subjects in the Navy and Marine Corps.

DON HRPP Functions

DON HRPP supports the Navy Surgeon General by implementing HRPP policy and monitoring Navy and Marine Corps human research protection programs in the following areas:

Assurances: Reviews Command Assurances for approval by the Navy Surgeon General.

Policy: Implements HRPP policy and provides guidance on requirements for conducting research.

Oversight and Monitoring: Conducts headquarters-level administrative reviews for IRB approved research protocols.

Education and Training: Provides education and training in human subjects protections.
