Navy Medicine Enterprise

Vice Chief of Naval Operations, Adm. Jim Kilby, approved the establishment of the Navy Medicine Enterprise (NME) on Aug. 14, 2024. The NME is an effective, actionable, and sustainable readiness assessment and improvement process that delivers a fully ready naval medical force and medically ready naval forces to support combatant and component commanders’ warfighter requirements.

Navy Medicine is present in every facet of warfighting in a complex integrated model across seven resource sponsors, three systems command (SYSCOM), and every type command. The enterprise allows for rapid delivery, assessment, and improvement in all facets of care across the Force, ensuring Navy Medicine is meeting the needs of the fleet.

The NME allows for rapid delivery, assessment, and improvement in health services across the naval force, ensuring we are meeting the critical needs of the warfighters.
NME will develop and deliver manned, trained, and equipped Naval Medical Forces (NMF) capable of preparing, preserving, and sustaining medical readiness of the naval human weapon system.
NME will provide high quality and safe health services, throughout the competition continuum, to enable supported commanders’ warfighting concepts in support of national defense.

NME is an Operationally Focused Organizational Structure

NME provides senior fleet leadership a mechanism that will address and prioritize health services support requirements in order to meet operational objectives.
The NME solidifies the standardized quality of care, policy, education, training, and the delivery of medical forces in support of the warfighter.
The NME includes all commands, organizations, and readiness teams and forums across all echelons that have a stake in, and contribute to, NMFs and the generation and development of ready naval forces.

NME Prioritizes Mental and Physical Health Readiness

NME addresses the readiness, and physical and mental health of all warfighters through healthcare services support designed to prevent illness and injury.
NME will also maximize and baseline human performance and treat and rehabilitate warfighters Sailors’ post illness and injury through standardized quality of care, policy, education, training, and through the delivery of medical forces in support of the warfighters.

Why is a Navy Medicine Enterprise being established?
The NME is being established to solidify an operationally focused organizational structure addressing standardized quality of care, policy, education, training, and the delivery of medical forces in support of the warfighter.
How will the NME be established?
The NME will follow well-established Navy Enterprise processes while addressing critical gaps unique to health services. The enterprise will have measurable outcomes able to be assessed cross-functionally ensuring future concepts and the current mission are being achieved both in development and generation of the Navy force.
What is the purpose of the NME?
Identify, assess, and resolve barriers to improve the provision of naval medical forces to supported operational commanders that is informed by the National Defense Strategy (NDS), Directed Readiness Tables (DRT), Operation Plans (OPLAN), Dynamic Force Employment (DFE) initiatives, service operational concepts, force design efforts, and adversarial threats.
How will be NME be structured?
The NME will be led by the Surgeon General of the Navy (SG), who will chair a Board of Directors (BOD) comprised of leadership stakeholders with equity in the development and generation of the NMF and naval force warfighting readiness. The BOD is responsible for the NME strategic focus planning, goal setting, barrier resolution, and strategic communication.
How will the NME provide a supporting role to operational forces commander requirements, priorities, and risk assessments?
The NME will support force employers, resource and requirements sponsors, force developers and providers, and force generators by facilitating the provisions of health service support necessary to optimize Naval Force readiness and deployability.
