The Health Professions Loan Repayment Program (HPLRP) provides an incentive to new Medical Service Corps (MSC) direct accessions who enter the Navy, and current active-duty Nurses to extend their active-duty commitment through the payment of professional educational loans. The maximum yearly loan repayment is $40,000, minus ~22% federal income taxes, also local taxes which depend on what state the member claims. Taxes are taken prior to payment being sent to Lenders. Payments are sent directly to the lending institution on behalf of the HPLRP participant (if your loan is less than $40,000 your lenders will only receive that amount, not the full $40,000). BUMED Note 1110 is published each year and provides guidance for professionals who want to apply for HPLRP (Below you will find the current FY26 quotas). Assistant Secretary of War for Health Affairs (ASD(HA)) Policy 08-006 is the authorizing instruction for the HPLRP Program.
To be eligible for this program as a Navy Active Duty Nurse you must:

  • Be qualified for or hold an appointment as a commissioned officer in one of the health professions specified in the current FY Memorandum and sign a written Service Agreement to serve on active duty for a prescribed time period that does not include the current time period left on the normal Navy Service Contract. It is not consecutive with time left on your contract. It ADDS two years.
  • Nurses as of FY26 only receive one year of payment.
  • Be fully qualified in a health profession that the Secretary of the Navy has determined to be necessary to meet identified skill shortages. Per the current FY memorandum.
  • Must not be a current HPSP, HSCP or FAP participant. If DUINS is planned HPLRP cannot be applied for.
  • Must have six months on Active Duty by the time the board convenes in April-May of the current FY.

Active-Duty Nurse Corps HPLRP Application Process:
Applicants must submit the following information in preparation for professional review board:
  • Intent to apply sent via e-mail to the Nurse Corps Chief's Office at BUMED
  • Personal/Motivational statement
  • Loan Statement/Summary Sheet – Obtain this from your lender or their website (if loans were consolidated, applicant must submit copies of original loan documentation and consolidation document with application package) We can only pay for the education received for Nursing. No other loans.
  • Copy of Licensure and Board Certification/eligibility document
  • Officer Summary Record- Please make sure this is up to date with your degrees and years of service.  It will not be accepted without it.
  • Officer Performance Summary Record
  • Copies of your last five years of fitness reports; or all, if less than 5 years of service
  • Commanding Officer’s Endorsement (per the enclosure in BUMED Note 1110)
  • Complete application packages, including items 2-8 above, must be sent to the Nurse Corps Office, BUMED.
  • Once selected for the program, submit the lender release form and loan statement from the lenders. The HPLRP Specialist will reach out to begin processing of loans.
New Accessions Medical Service Corps (DA MSC HPLRP) Enrollment Process:
Applicants must submit the following information to complete their enrollment process:
  • Please be sure you have qualified educational loans that need to be paid and that you truly understand what this program entails before signing up for it.
  • Please contact your nearest Navy Officer Recruiter. Your recruiter must initiate this process. This does ADD years to your Service Contract; it is not time consecutively served with your regular contract.
  • CNRC Accession HPLRP Award Letter
  • Lender Release Form filled out for each lender
  • Loan Statement/Summary Sheet – Obtained from each lender (if loans were consolidated applicant must submit copies of original loan documentation and consolidation document with application package)
  • One DD2475 Filled out by EACH Lender
  • Accession HPLRP Obligated Service Matrix
  • Accession HPLRP Service Agreement signed
FY 26 QUOTAS:
DIRECT ACCESSIONS MSC
  1. Two – Industrial Hygiene – 2 years of payments, ADDS 4 years to original navy contract.
  2. Three - Podiatry - 2 years of payments, ADDS 4 years to original navy contract.
  3. Five – Optometry – 3 years of payments, ADDS 6 years to original navy contract.
ACTIVE DUTY NURSES
  1. NC is approved for forty (40) retention quotas. Packages will be presented to the HPLRP board for selection. Requests go out around January.
