CAPT Andrew Lin

Captain Andrew H. Lin, MC, USN
Commanding Officer 

A native of Irvine, California, CAPT Andrew Lin received his BS in Chemical Engineering degree with Tau Beta Pi honors from the University of California, San Diego in 1996. He completed his medical degree from the Uniformed Services University and his MBA from George Washington University. Beginning in 2001, he represented the US Combined Services and All Navy Rugby in competition. That same year he graduated top of his flight surgery class and was assigned to the Naval Strike Air Warfare Center (Strike U, TOPGUN, TOPDOME, SWTI) in Fallon, NV.

He completed his Internal Medicine Residency at Naval Medical Center San Diego (NMCSD) and was awarded the 2005-2008 “Resident Excellence in Clinical Teaching Award”. During his utilization tour at Naval Hospital Camp Pendleton, he was embedded with the Afghan National Army (ANA) as part of CENTCOM’s Combined Security Transition Command. He traveled throughout Afghanistan to help train and setup intensive care units (ICU) at ANA Regional Hospitals and reduced mortality at the Kabul ANA National Military Hospital ICU from over 40% to 5%. CAPT Lin also served as the deployment Communications Security Officer and was responsible for over $12 million of tactical equipment.

From 2010 to 2013 while assigned as cardiology fellow at NMCSD, he was awarded “Fellow Teacher of the Year”. He was assigned to NMC Portsmouth where he served as Staff Cardiologist, Director of Primary Care/Branch Clinics and Associate Director of Medical Services. He was awarded the 2013-2014 “NMCP Attending of the Year Award”. In 2014, he was handpicked by BUMED to build Navy Medicine’s first asynchronous tele-consult system reaching eleven time zones supporting 4 Navy Fleets, 5 carriers, 9 amphibious ships, 39 ships/boats, 28 MTFs, and 428 operational providers. It continues to save over $1.2 million a year in avoided medevacs and recaptured care.

From 2016-2018 served as the USS BATAAN (LHD 5) senior medical officer. In August 2017 in support of Operation Decisive Storm in Yemen as the primary casualty receiving ship, he led a successful mass casualty resulting in the largest walking blood bank activation at sea since World War II. This rescue directly saved the life of a United Arab Emirates (UAE) Royal Family and has been credited with a role in establishing the Abraham Accords in October 2020, a peace treaty between the United States, UAE, Israel, and Bahrain.

During 2021-2023, CAPT Lin served in INDOPACOM's First Island Chain as the III MEF Surgeon in Okinawa Japan. There he pioneered creative applications for health services support as a vehicle for all-function strategic advancement. He worked directly with the Surgeon Generals of Japan, Philippines, and Taiwan to significantly improve humanitarian assistance and disaster response (HA/DR) partnering on operational planning, whole blood policy, host nation Role II design, mass casualty preparation, electronic signature management, bilateral exercise partnerships, global health engagement, building host nation combat general surgery & orthopedic trauma courses, and medically focused drone use.

He just completed his Executive Officer Tour at Naval Medical Center Camp Lejeune from 2023-2025. He has served as the Navy’s Internal Medicine Specialty Leader to the Navy Surgeon General. CAPT Lin’s personal awards include the Legion of Merit, Meritorious Service Medal (four awards), Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal, Army Achievement Medal, and multiple campaign and unit awards.

CAPT San Juan

Captain Rodolfo G. San Juan, NC, USN
Executive Officer

Captain San Juan enlisted in the Navy on January 21, 1987. He attended boot camp at Recruit Training Command (RTC) San Diego where he was meritoriously promoted to Seaman Apprentice upon completion. His follow-on training after boot camp was Naval School of Health and Sciences in San Diego, CA to attend Hospital Corps “A” School where he graduated in the top ten of his class.

Following graduation from Hospital Corps “A” School, Captain San Juan’s first assignment was Naval Hospital San Diego where he served as a basic technician in the Laboratory Department from 1987-1989. After his first hospital tour, he reported to Fleet Marine Force School (FMSS) (NEC 8404) in Camp Pendleton, CA for training and a follow-on assignment with 1st Marine Expeditionary Brigade, 3rd Battalion 3rd Marines, Kaneohe Bay, HI from 1989-1993. From 1993-1994, he returned to Naval School of Health and Sciences in San Diego to attend Advanced X-Ray Technician School (NEC 8452) where he graduated 1 out of 52 in his class. Upon graduation, he reported to Naval Health Clinic Hawaii as a staff Advanced X-ray Technician from 1994-1999. During this period, he was selected and promoted from Petty Officer First Class (E6) to Chief Petty Officer (E7).

Captain San Juan was selected to complete his Bachelor of Science in Nursing through the Medical Enlisted Commissioning Program (MECP) from 1999-2001 and he received his commission as a Nurse Corps Officer in May 2001. He received his post-graduate degree from San Diego State University under Duty Under Instruction (DUINS) as an Acute Care Clinical Nurse Specialist with primary focus on Adult-Gerontology population and Acute Care Primary Care Nurse Practitioner.

Following his commission in 2001, Captain San Juan’s first assignment as a Nurse Corps Officer was Naval Hospital Yokosuka, Japan where he served as a staff nurse in both the Medical/Surgical and Intensive Care Unit from 2001-2004. His subsequent duty assignments include(s): Staff Nurse/Division Officer, Intensive Care Unit, Naval Hospital Bremerton (2004-2007); Division Officer/Senior Nurse Manager, Branch Medical Clinic Makalapa, Naval Health Clinic, Hawaii (2007-2011); Student, Uniformed Services University, Bethesda Maryland (2011-2012); Department Head/Division Officer for General Surgery Clinic, Division Officer Ambulatory Procedures Unit (APU)/Post Anesthesia Care Unit (PACU), and Division Officer Intensive Care Unit (ICU) Naval Hospital Okinawa (2012-2015); Service Chief of Neonatal Intensive Care Unit (NICU) and Department Chief of Maternal Child Nursing, Walter Reed National Military Medical Center (WRNMMC) (2015-2018); Duty Under Instruction (DUINS) student, San Diego State University (SDSU) (2018-2020). He reported to NMRTC Okinawa as Department Head/Clinical Nurse Specialist in Ambulatory Procedures Unit (APU)/Post Anesthesia Care Unit (PACU) from July 2020 to July 2021, Associate Director for Nursing Services from July 2021 to September 2022, and Director for Branch Clinics from October 2022 to May 2023 and Chief Nursing Officer/Director for Nursing Services from May 2023 to May 2025. Captain San Juan reported to NMRTC Fort Belvoir in June 2025 as the Executive Officer.

Captain San Juan’s operational deployments include: Unit Deployment Program, 3rd Battalion 3rd Marines, Camp Hansen, Okinawa Japan (January-August 1990); Cobra Gold, Kingdom of Thailand (March 1990); Operation Desert Shield/Desert Storm, Kingdom of Saudi Arabia (August 1990-March 1991); Ulchi Focus Lens, Yongsan, South Korea (Sept 1992); Fleet Hospital Three (3), Camp Arifjan, Kingdom of Kuwait (September-March 2006); Operation Enduring Freedom, Camp Bastion, Helmand Province, Afghanistan (March-October 2009).

Captain San Juan is board certified as an Adult Gerontology Acute Care Clinical Nurse Specialist and Adult Critical Care Nurse through American Association of Critical Care Nurse (AACN). He is also a board certified as Adult-Gerontology Primary Care Nurse Practitioner through American Nurses Credentialing Center (ANCC).

Captain San Juan’s personal decorations include the Defense Meritorious Service Medal, Meritorious Service Medal, Meritorious Service Medal (with one gold star), Navy Commendation Medal (with 4 gold stars), Army Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal (with 4 gold stars), Combat Action Ribbon, Fleet Marine Force (FMF) Enlisted Warfare Pin, and various unit and campaign awards.

HMCM Casey Potvin

Master Chief Casey A. Potvin
Command Master Chief

A native of San Antonio, Texas, Master Chief Casey Potvin enlisted into the United States Navy in March of 2002. Upon completion of Basic Training at Recruit Training Command Great Lakes, he continued to Navy Training Command Great Lakes and attended Hospital Corpsman “A” School.

Master Chief Potvin’s operational commands include, 1st Marine Division, 1st Combat Engineer Battalion (1st CEB) as a senior line Corpsman and Lead Petty Officer, deployed to Ar Ramadi, Iraq supporting 1st Battalion 5th Marines, Marine Special Operations Command, 1st Marine Raider Battalion (1st MRB) as Bravo Company Lead Petty Officer, Contracting Officer Representative and Lead Chief Petty Officer, Deployed to various locations in Helmand Province, Afghanistan. Chemical Biological Incident Response Force (CBIRF) Command Senior Enlisted Leader, Supported Joint task Force Civil Support and Joint Task Force National Capital Region on various missions in and out of the Continental United States.

Ashore, Master Chief Potvin’s commands include, Naval Hospital Bremerton, WA, as Labor and Delivery Corpsman, deployed with Fleet Hospital 8 as Intensive Care Unit Corpsman, Naval Heath Clinic Corpus Christi, TX, as Lead Petty Officer, Department for Administration (Deployed to Camp Virginia, Kuwait as Emergency Department Lead Petty Officer and to Coalition Role II Medical Facility, Camp Bastion, Afghanistan as Emergency Department Team Lead Petty Officer, Navy Medicine Education, Training and Logistics Command, Fort Sam Houston, San Antonio TX, as Senior Enlisted Leader for Operations and Medical Modeling and Simulation, Senior Enlisted Advisor at Naval Dosimetry Center, Bethesda, MD. Currently Serving as Command Master Chief NMRTC Fort Belvoir, VA.

Master Chief Potvin is a graduate of the Senior Enlisted Academy, Class #236 Brown Group, Joint Special Operations University, Enterprise Management, Resilience-Building leader Program Trainer certified, and holds a Bachelor of Science in Leadership.
