Navy Medicine Readiness and Training Command Portsmouth (NMRTCP) Hotline Program

The Navy Medicine Readiness and Training Command Portsmouth (NMRTCP) Hotline Program is designed to strengthen and focus efforts to combat fraud, waste, and mismanagement. The NMRTCP Hotline Program is of fundamental importance. It gives voice to all members of the NMRTCP Team and ensures their concerns will be heard, considered and appropriately addressed.

Follow the steps below if you have witnessed or been the target of illegal or improper acts involving fraud, waste or mismanagement.

Four-Step Hotline Complaint Procedures

Step One: Determine the best method to address your issue

Step Two: Review the Frequently Asked Questions (FAQS) so that you will know what to expect when you file a hotline complaint.

Step Three: Prepare your complaint for submission to a Hotline Program Coordinator or IG. (List of Matters Appropriate for an IG investigation and a list of questions you will be asked when you file a complaint.

Step Four: What other avenues of redress are available to resolve complaints?

  • Contact your local Hotline Program Coordinator or IG for assistance or to file your complaint.

  • Many issues brought to the attention of the Medical Inspector General are not appropriate for an IG investigation.  The "Resolving a Complaint”  list, found on the Naval Inspector General (NAVINSGEN) website, was developed by IG personnel to assist complainants in determining the best method to address an issue.  Complainants are encouraged to review the list before filing a complaint with an IG.

  • We will evaluate your complaint and request more information, if necessary. Keep in mind, if we conduct an investigation, you will be interviewed and you will be able to provide additional information and documents at that time.

  • Complaint Form: Save the Hotline Complaint form to your computer, complete it, and forward it to the appropriate Hotline or IG office.  (
