CDR Seth Reini

Commander Seth A. Reini, MSC, USN

Executive Officer
U.S. Naval Medical Research Unit INDO PACIFIC

Commander Reini is a native of both Niagara Falls, NY and Ada, Ohio. He holds a BS in Biology, Summa cum laude, from the University of Findlay (2003), and a PhD in Biomedical Research from the University of Florida, College of Medicine (2008). He holds two Master of Arts degrees in National Security and Strategic Studies from the Naval War College and is JPME-II certified. The first came through completion of the intermediate course via the Fleet Seminar Program (2016); the second came through completion of the senior in-residence program (College of Naval Warfare) where he graduated with distinction (2024). He is a graduate of the PEO USC Cornell Leadership Certificate Program, Cornell University (2023).
 
CDR Reini was commissioned in the Medical Service Corps of the United States Navy in 2008 and reported to the Naval Submarine Medical Research Laboratory (NSMRL) in Groton, CT, where he served as the Deputy Department Head of the Warfighter Performance Department (2008-2011). He was then assigned to the Naval Health Research Center (NHRC) in San Diego, CA in 2011, leading a large program in close collaboration with Naval Medical Center San Diego to enhance rehabilitation strategies for Wounded Warriors and optimize the performance of healthy warfighters using a novel immersive virtual reality platform; here he led an international effort to implement successful rehabilitation strategies globally.  In 2015, CDR Reini transferred to the Navy Experimental Diving Unit (NEDU) in Panama City, FL serving as the Biomedical Research Department Head, and Director of Biomedical Research Programs. CDR Reini then transferred to the Navy Bureau of Medicine & Surgery (BUMED) in 2018 where he served as the Deputy Director of M2, Research & Development (R&D). He served as the Navy co-lead for NDAA 2019 section 711 AO working group, and on the DHA-led Joint Medical Research & Development Oversight Group, leveraging this position to mobilize $93M for Navy laboratories. He also directed the premiere Navy R&D session at the 2019 Military Health System Research Symposium. Hand-selected at the onset of the COVID-19 pandemic for the BUMED Crisis Action Team, he managed over 750 RFIs in support of Navy Medicine’s response to the COVID-19 pandemic; and as a formative member of the COVID-19 BUMED Science Panel to shape operational policy based on the latest science, he provided daily updates to the SG, and weekly reports to the CNO and SECNAV.
 
CDR Reini served as the inaugural Expeditionary Medical (ExMed) Products Director (2021-2023) within Program Executive Office Unmanned and Small Combatants (PEO USC), PMS 408 (Expeditionary Missions). Here, he was selected to be the first Navy Medicine member to help stand up and execute the ExMed Program Office within PMS 408 to provide acquisition and programmatic rigor. His efforts led to several “firsts” for Navy Medicine, including a Milestone Decision Authority-signed Acquisition Decision Memo establishing Navy ExMed as an acquisition Program of Record, four OPNAV-N4-signed Top-level Requirements documents, and completion of a Capabilities Development Document (CDD) for all ExMed capabilities. Resultantly, he was named by AMSUS the DoD-wide 2022 Military Health System Senior (O-4 to O-6) Allied Health Non-Provider Leadership Excellence Award winner.
 
CDR Reini currently serves as the Executive Officer at the Naval Medical Research Unit INDO PACIFIC.
 
CDR Reini is an acquisition Level IV Program Manager, Level II S&T Manager, and Acquisition Corps Member. His additional duties have included serving as Specialty Leader for the Navy Research Physiology community (2022-2024), serving on multiple MSC and DoD Research strategic steering committees, serving as a peer reviewer for professional journals, being a Navy senior panelist for DoD Medical R&D Review and Analysis, and as an MSC Personnel Review Board member. His military awards include the Meritorious Service Medal with two stars, the Navy and Marine Corps Commendation Medal with one star, and the Navy and Marine Corps Achievement Medal.
