DEPUTY COMMANDER, NAVY AND MARINE CORPS FORCE HEALTH PROTECTION COMMAND


CAPT Devlin earned his BS from Virginia Military Institute where he was a four-year varsity letterman and member of the regimental staff. He earned his MD from Uniformed Services University of the Health Sciences and completed residency training in emergency medicine at Naval Medical Center Portsmouth (NMCP). CAPT Devlin completed fellowship training in medical toxicology at the Emory University / Georgia Poison Center / Centers for Disease Control and Prevention (CDC) program where he worked within the Office of Environmental Health Emergencies and conducted field work for the Agency for Toxic Substances and Disease Registry (ATSDR). He is qualified as an Undersea Medical Officer (UMO), Submarine Medical Officer (SMO), Fleet Marine Force Medical Officer, and Advanced Parachutist.
 
As a staff physician, CAPT Devlin served as research director for NMCP’s emergency department from 2008 to 2011. He received the Society of Academic Emergency Medicine’s Young Investigator Award, the only military recipient in award history, for his leadership of the Combat Trauma Research Group. After fellowship he returned to NMCP, leading the Emergency Medicine Residency Program as Associate Program Director (2013-2016) and Program Director (2016-2021), training roughly half of all Navy emergency physicians. From 2021 to 2023, he concurrently served as the Force Surgeon, US Marine Forces Command, the Specialty Leader and Consultant to the Surgeon General for Emergency Medicine, and a delegate to the NATO Committee on Military Medicine. Most recently, CAPT Devlin served as the Director of Maritime Operations, Naval Medical Forces Atlantic (2023-2024) and the Deputy Chief of the Medical Corps, Bureau of Medicine and Surgery (2024-2025).

 
His operational assignments include Naval Submarine Base Bangor, Washington as an UMO/SMO, with 3rd Reconnaissance Battalion, 3rd Marine Division in Okinawa, Japan as battalion surgeon, and with Joint Special Operations Command as a member of the Surgical Resuscitation Team. CAPT Devlin deployed to Afghanistan for OPERATION ENDURING FREEDOM (2010) and Iraq for OPERATION INHERENT RESOLVE (2018-2019). Additionally, he deployed on USNS COMFORT for OPERATION CONTINUING PROMISE (2015) and during the domestic disaster response after Hurricane Maria (2017).

 
CAPT Devlin is a Fellow with the American Academy of Clinical Toxicology and the American College of Emergency Physicians. His personal military decorations include the Legion of Merit with one gold star, Defense Meritorious Service Medal, Meritorious Service Medal with two gold stars, Joint Service Commendation Medal, Navy Commendation Medal with two gold stars, Army Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal, and Public Health Service Achievement Medal, as well as, multiple campaign medals and unit commendations.
