BUMED Public Health Emergency Officer (PHEO) Program 

Public health emergencies can appear and progress rapidly, leading to widespread health, social, and economic consequences. Military Commanders must be prepared to make timely decisions to protect lives, property, and infrastructure and enable DoD installations to sustain mission-critical operations and essential services. Public Health Emergency Officers (PHEOs) support the Commanders of Navy or Marine Corps installations and regions in those decisions.  

Responsibilities 

Per BUMEDINST 6200.17B, BUMED N-4 is responsible for Public Health Emergency Officer (PHEO) program planning, coordination, oversight and management. The PHEO program is implemented by Naval Medical Forces Atlantic and Naval Medical Forces Pacific. NMCFHPC does not have a direct role in the PHEO program; information on this page is provided in support of BUMED.

Reporting 

Public Health Emergencies that are due to Reportable Medical Events (RMEs) must be reported through the Disease Reporting System internet (DRSi) per BUMEDINST 6220.12D.   RME case classification details are fully described in the Armed Forces Medical Reportable Events Guide. Detailed information on reporting in DRSi can be found on NMCFHPC’s Medical Surveillance and Reporting page.
