NEMWDC Camp Pendleton CA

Naval Expeditionary Medicine Warfighter Development Center is located in the 63 Area of Northern Camp Pendleton.  It is a 24-acre compound that provides unit level training for the Expeditionary Medical System (EXMED) platforms completing the Basic Phase of the Optimized Fleet Response Plan.   The unit level training simulates operational environments that include ashore, shipboard, and flight operations.  NEMWDC utilizes hyper-realistic, high-fidelity simulations and scenarios with EXMED and operational unit integration to enhance EXMED readiness to medically sustain warfighters.
 

In April 1986, the Fleet Hospital Training Activity (FHTA) was established and subsequently held a test and evaluation exercise erecting a 250-bed field hospital supported by 300 Naval Reserve personnel and executing a casualty management exercise known as Operation Golden Shield.  Upon conclusion of the exercise, Camp Pendleton became the permanent site for future fleet hospital training.  In 1988, FHTA was redesignated as the Naval School of Health Sciences San Diego Detachment, Camp Pendleton.  In 1989, the organization was redesignated as the Fleet Hospital Operations and Training Command (FLOTC).  In 2005, FLOTC was redesignated as the Naval Expeditionary Medical Training Institute (NEMTI) responsible for training Navy medical forces assigned to shore-based Role 3 care as well as acting as the Naval Operational Medical Institute’s joint experimentation and sea trial arm. 
Until 2023, the command’s focus was training Role 3 Expeditionary Medical Facilities in preparation for combat operations, while also supporting Role 2 team capabilities.  In 2017, NEMTI began experimentation and training of Role 2 Light Maneuver (R2LM) teams capable of providing damage control resuscitation and damage control surgical capabilities.  Beginning of 2024, NEMTI started development and training of multi-modal enroute care teams and formalized R2LM teams that were redesignated as Expeditionary Resuscitative Surgical Systems, advancing Navy expeditionary medical capabilities. 
Due to the significant increase in Navy Expeditionary Medical Systems, formalized training pipelines, and certification process, NEMTI was reorganized as an Echelon 4 Command on October 4, 2024, responsible for unit level training and critical to force generating medical capabilities supporting fleet or joint operations.  The command continues to train up to three Expeditionary Medical Facility (EMF), eight ERSS and 18 En-Route Care System (ERCS) teams annually, with a projected increase in future years to three EMFs, eight ERSS, 25 ERCS teams and the implementation Expeditionary Medical Units (EMU) basic phase training annually.
