PURPOSE
NMCFHPC is the appropriate Department of the Navy medical authority for:
(1) Conducting health impact assessments (HIAs) required by DoDI 4715.08 (“Remediation of Environmental Contamination Outside the United States,” November 1, 2013, Incorporating Change 2, of August 31, 2018) to determine whether environmental contamination poses a substantial impact to human health and safety (SIHHS), and (2) Providing medical consultative support to the overseas in-theater component commander on performing appropriate actions to address remediation of environmental contamination outside the United States. Per DoD 4715.08, remediation outside the US is driven by a SIHHS determination that is supported by a HIA generated as part of the investigation process. The determination that environmental contamination poses a SIHHS is made by the responsible in-theater component commander after consultation with the appropriate DoD medical authority and the appropriate DoD Lead Environmental Component (LEC). The attached documents address the established requirements for remediation outside the United States; describe NMCFHPC’s procedures for conducting the HIAs that drive the SIHHS determination; and sets forth NMCFHPC’s role in determining data needs (e.g., information/data/data quality requirements) for the investigation to provide the technical data necessary to prepare the HIA and support the SIHHS determination.
